Huidu Guanli (灰度管理): definition
*Huidu Guanli (灰度管理, pinyin huī dù guǎn lǐ), usually rendered "grey-scale management" or "gray-scale management", is the management philosophy associated with Huawei founder Ren Zhengfei of governing through tolerance of ambiguity and compromise instead of black-and-white rulings, by choosing and holding a calibrated point between two poles.* In the 561 Group's design it shapes the hull of each agentic cell: the boundary the cell keeps and the way it exercises judgment inside that boundary.
What does 灰度 mean?
灰 (huī) is grey, and 度 (dù) is degree or measure. Together: the degree of grey. Ren's formulation, as recorded in the Group's glossary, is that between black and white lies a grey area, and a leader's competence is measured by their skill in grasping the correct shade of that grey. The question is one of degree, not of binary choice.
How does it work in practice?
It is a per-dimension, continuously revisited calibration. An organization faces many axes at once: authority held by a unit versus retained by the center; aggression versus protection; openness versus compartmentalization. Each axis sits at its own point and can be correct at a different point from the others. The setting is chosen deliberately, revisited as conditions change, and never treated as a fixed rule that has stopped being a judgment.
What is it not?
- Not indecision. A grey-band judgment, once made, is a specific, actionable determination.
- Not gray-zone ethics. It does not license approximate consent, approximate privacy compliance, lying for good outcomes, taking authority one lacks, or negotiating safety constraints.
- Not a probability. It is a managerial approach to partially conflicting considerations, not a scalar measure of uncertainty.
- Not applied to everything. Trustworthiness (可信, kěxìn) and codified law (法, fǎ) are fixed points, not grey settings.

How does the 561 Group use it?
As a design principle for agents: before an agent acts outward, the hull determines what it may know, spend, promise, disclose and change. Where an answer lies in a grey band rather than at a pole, an office records the setting. See Huidu Guanli for agent organizations.
The Group's public design sentence assigns Huidu Guanli to the hull and Rendanheyi to the kernel. Some of its research glossaries use the opposite assignment; the vocabulary has not been normalized, and the article above says so.
Sources and limits
The definition draws on the Group's maintained Huidu library and on Ren Zhengfei's circulated address commonly called Openness, Compromise, and Grayness, whose exact date and text vary across reprints. The Group relies on attributed reprints and commentary, not an authenticated Huawei archive edition, and the attribution should be checked before scholarly quotation.
